Our programs focus on providing essential needs and promoting the well-being of individuals of all ages by offering life management support, educational resources, job training workshops, food deprivation prevention, homeless determent and transitional stabilization initiative, veteran support and referrals. We aim to eradicate poverty and build a safe and brighter future economically, socially, and healthily.

WCC MISSION is vested in eliminating economically impoverished communities through educational tools, trade skills, legal assistance, healthy/fitness initiatives, mental health, nutritional stabilization and financial economic education, and collaborating with small businesses in career development, that will improve quality of living.

WCC is a 501 C ( 3) tax-exempt community organization, training to eliminate poverty for individuals, families, and communities, and developing life-management skills. BCI, also known as Quicken Minds Outreach, Inc., has served individuals and families in Duval, Clay, Baker, Nassau, and St. John counties for over 25 years and worldwide in a faith-based setting.

Dr. Chandra Harrison, Founder, CEO/President/Pastor
is a native of Jacksonville, FL, a graduate of Andrew Jackson High School, Jax, FL. She pursued her education and attained an Associate of Science in Criminal Justice, a bachelor’s degree in biblical studies, a master’s in Christian counseling, and a Doctorate of Humanitarian, HCT Institute. Dr Chandra is a multi-business owner, U.S. Certified Paralegal, an International & National Multi-Award-Winning Christian Hip Hop Artist, and Pastor of We Culture International Ministries, Inc. She is a humanitarian serving the castaways, the poor, the disadvantaged, and the impoverished community for over 30+ years. She and her husband are local pioneers making an international and local impact.
Her spirit of heroism through her not-for-profit organization has served over 710 displaced individuals and families into housing, and she continues to feed, clothe, educate, train, and empower the homeless and disadvantaged. She has received many accolades for her endeavors, such as, The Jacksonville Image Humanitarian Runner Up “Be the Change Award," "The Bishop Vaughn McLaughlin Kingdom Business Leadership” Award, and Governor Charlie Christ acknowledged her one-stop resource program as a “model” center program, which was presented on CNN.
Her community acts and successes were covered in “Emerging Black Magazine”, “Christian Music Entertainment, “Scars of Survival Magazine," and the international Caribbean magazine, " The Reading Public." Dr. Chandra and her husband, Dr. Archie Harrison Sr, are the recipients of the 2025 "Black Wall Street " People's Choice Award.
She does not cease to make an impact; she is a national and international keynote and motivational speaker, an ambassador for domestic violence awareness, and a member of the American Bar Association. She is a hands-on leader and the builder of people and communities.
Volunteers are the backbone of our organization. We offer a variety of opportunities for individuals and groups to get involved and make a difference in the lives of those we serve.
